Can you try a white noise machine to muffle the sound? I have one in my daughter's room to help her sleep, as we live in an apartment on a busy street. It also muffles my neighbor's snoring. I believe we paid 50 dollars for ours but there are less expensive options.

Another option is noise-cancelling headphones. I have a pair that I use when I fly. They blot out a lot of noise but not all - screaming babies still find their way through. I suppose screaming babies would find their way through most things.
